The relationship between student and teacher is less formal in the USA than in many other countries, especially at the college level. When teachers come into the classroom , the students don’t need to stand up. Students are generally encouraged to ask questions during class, to go to the teacher’s office for help after class, and to phone if they can’t go to school and need help with their lessons. This is a part not under our control, so just sending in instructions to "shut up" is unlikely to be of much help (and has been shown to make it worse).
