People with disabilities make up a large part of the population. It is reported that over 35 million Americans have physical, mental, or other disabilities. About half of these disabilities are “developmental", that is to say, they happen before people’s twenty-second birthday, often from born conditions, and are hard enough to affect three or more areas of development, such as movement, communication, occupation, etc. Most other disabilities are considered “adventitious" (偶然的), i.e., accidental or caused by outside forces.
Before the 20th century, only a small percentage of people with disabilities survived for long. Medical treatment for these disabilities was unavailable. Improvements in medicine and social services have created a climate in which people with disabilities can expect to have such basic (基本的) needs as food, shelter, and medical treatment. Unluckily, these basics are often not available. Human rights such as the right to vote, marry, get an education, and achieve work have traditionally been not agreed on the basis of disability.
In recent ten years, the disability rights movement has been organized to fight against these disagreements of human rights. Congress(國會) replied by passing important laws recognizing(承認) people with disabilities as a protected group under human rights laws.
It is reported that more than half of qualified(有資格的) Americans with disabilities don’t have work, and a lot of those who do work are out of work. About two-thirds live at or below the official lowest level.
Obvious difficulties, especially in communication and public awareness(意識), prevent disabled people from taking part in society. For example, while no longer stopped by law from marrying, a person unable to communicate is excluded(排斥) from society and social activities which might lead to the development of long-term relationships.
Only when public attitudes(態度) advance as far as laws have, disabled people will be fully able to take their rightful place in society.

A TV series in England,Away from it all,has surprised everyone by becoming a success with young people across the country. Its success is surprising because the series is about the relaxing lifestyles of people who live in the country. There is none of the action that we usually see on TV today. There are also no stressful moments, busy offices or crowded cities. Away from it all is set in the peaceful English countryside and tells simple stories about people’s kindness.
The director of the TV series says that its success is a sign of teenagers suffering from stress. They say that watching Away from it all helps teenagers forget about the pressures of exams and homework, and the troubles that fill the world today. They also say that it’s a good sign of today’s young people turning to happier TV series as it shows they want a happier and healthier world.
Although the series’ success might have a good side, many teachers and parents are worried, however. They say that some of their students and children spend more time before TV and are using Away from it all as an excuse for not finishing homework. Some children have even refused to learn for exams because they say that they can only get personal happiness by avoiding stressful situations.
And what do the experts say? Paula Ray, a doctor of education, says that TV can influence children’s lifestyles. But she says that if a child reacts strongly, it’ s likely that there are other reasons for his change in behaviour. She says that there is nothing wrong with watching Away from it all but suggests that parents should let their children know TV is not the same as real life.

Hip hop or rap (說唱) music started on the street and in the clubs of the New York City in the 1970s. People rap to express how they feel about their lives and problems.
Rapping in class.
Would you like to rap in class? Well, actually hip pop music is played in more than 10,000 schools in the USA. Why? There is a new school program called “Flocabulary” in which teachers use texts and hip hop CDs to help teach different school subjects. The words of the songs are just what students are studying. This makes learning easy and fun. Students and teachers are excited about the good results it has had on exam marks. Mr. Lee, a teacher in a high school, said, “I’ve used hip hop songs in class, and I have never seen my students so crazy about history! You can’t imagine how well they remember what I teach! We even try to write our own songs.”
Whose idea was Flocabulary?
Blake Harrison, a high school student, was the first person to come up with the idea of Flocabulary. The word “Flocabulary” comes from the word “flow” and “vocabulary”. “Flow” is a rap word for “style”, or the way a rapper says the words of a song. “Vocabulary” means the words you have to learn in a language. How did he get the idea? Well, he realized he could remember the words of a hip hop song very easily. So, why not make lessons into songs? Today together with Alex Rappaport, a song writer, Blake produces hip hop songs for math, science and literature (文學). They are now used in schools with great success.

Bai Yansong, a famous TV host, expressed his support for students wearing green scarves (綠領巾) at a primary school in Xi’an. He wore a green tie on a TV program on October 19, 2011. “I just want the students to know that I’m also wearing green. And we are all great people and are as good as those wearing red scarves.”
The First Experimental Primary School in Xi’an made children with poor schoolwork and behavior wear green scarves. Parents whose children wore green scarves were angry. “The children still need their self-esteem (自尊心) even though they are very young, and they know the green scarf means something is not quite right,” said one mother. Now, the school has stopped the practice.
Educational expert Li Zhenxi said that primary and junior high school students have strong self-esteem. They are eager to be respected and understood. Punishment will hurt them. “It’s better to encourage them rather than separating some ‘bad’ students,” he said.
A survey made by the Ministry of Education (教育部) shows that 75 percent of students feel nervous and scared when the teacher is about to announce their grades. Some schools have done better in protecting students’ privacy and encouraging them. In American schools, teachers post test results on the wall. Instead of using student names, they use secret numbers. This way, students know their secret numbers and can check their own grades only. Some teachers might call the students up to the desk and tell them their scores one at a time.
But test scores are not the only measures of a student’s ability. Everyone has his own strengths and everyone can make great progress by working hard.

【小題3】According to the article, which of the following is TRUE?
A.Primary school students are too young to know what self-esteem is.

C.Most “good” students like their teachers to announce their scores.

On February 9th, 2013, Sarah Darling was walking along the street when she met a homeless man named Billy Ray Harris. She reached into her change purse, emptied out all the coins she had and gave them to the homeless man. Neither of them realized that this small generous act would change their lives.

Sarah didn’t realize that she had given Billy not only all her change but also her diamond ring that she had put in her change purse earlier until the following morning. She and her husband, Bill Krejci, rushed to see if they could find Billy. The homeless man was not only in the same place, he also immediately returned the ring. The grateful couple paid him back for his honesty by emptying out their pockets of all the money they had.
Bob Krejci, a web designer, felt that he needed to do something more for this amazingly honest man. So on February 18th, he set up a special page to raise money for him. In just four days, Billy received over $85,000 and there seems to be no end yet.
That is not enough. Billy is living with a person who is generous instead of living in the streets. And that’s not all—Thanks to the news report, he got together again with his older brother, Edwin Harris who he had been unable to find for 27 years.
