(Reuters) - A U.N. climate deal due to be agreed in Copenhagen at talks from December 7-18 may fall short of a legally binding(有約束力的) agreement. If Copenhagen fails to live up to hopes of a strong agreement to slow global warming, what are the reasons and who risks blame? The following are some of the candidates:

● Decline in economy distracted(分散) focus from climate change after the world agreed in Bali, Indonesia, in 2007 to work out a new U.N. agreement by December 2009. Rich nations have put billions of dollars into green growth as part of recovery packages but, when unemployment at home is high, find it hard to promise extra money for developing countries. The slowdown in industrial output means a brief fix -- greenhouse gas emissions(排放) are likely to fall by as much as 3 percent this year.

● Many delegates at U.N. talks have given up hope that the United States, the number two emitter after China, will agree legislation(立法, 法律) to limit carbon emissions before Copenhagen. The US is the only industrialized nation outside the Kyoto Protocol(京都協(xié)議書) for cutting greenhouse emissions until 2012. Many countries welcomed President Barack Obama's promises of doing more to fight climate change when he took office in January but hoped for swifter action.

● Developing nations accuse the rich of repeatedly failing to keep promises of more aid. Few developed countries live up to a target agreed by the U.N. General Assembly in 1970 to give 0.7 percent of their gross domestic product in development aid. Other plans, such as the Agenda 21 environmental development plan agreed in 1992, have fallen short.

● Most rich nations are promising cuts in greenhouse gas emissions well short of the 25-40 percent below 1990 levels by 2020, which are needed to avoid the worst of climate change. Overall cuts promised by developed nations total between 11 and 15 percent. Best offers by countries including Japan, the European Union, Australia and Norway would reach the range.

● More than 90 percent of the growth in emissions between now and 2030 is set to come from developing nations -- with almost 50 percent from China alone, U.S. climate envoy Todd Stern said this week. "No country holds the fate of the earth more in its hands than China. Not one," he said. China and India say they are slowing the growth of emissions but raising living standards is more important. So burning more energy is unavoidable -- as industrialized nations have done for 200 years.

● 2008 was the 10th warmest year since records began in the mid-19th century. The warmest was 1998, when a strong El Nino event in the eastern Pacific disrupted(使混亂) weather worldwide. That has led some to argue that global warming is slowing even though the U.N.'s WMO(世界氣象組織) says a long-term warming trend is unchanged.

● People have been slow in changing lifestyles to use less carbon. Simple choices like taking more public transport, using less heating or air conditioning, even changing light bulbs can help if millions of people act.

Who's to blame if U.N. climate deal falls short?

Communication Principles

How you see yourself can make a great difference in how you communicate.“Every individual exists in a continually changing world of experience of which he(or she)is the center”.Many communication scholars and social scientists believe that people are products of how others treat them and of the messages others send them. But every day we experience the centrality of our selves in communication.A student.for instance, may describe a conflict with a teacher as unfair treatment:“I know my teacher doesn’t like the fact that I don’t agree with his opinions.a(chǎn)nd that’s why he gave me such a poor grade in that class.”The teacher might say the opposite. Each person may believe that he is correct and that the other person’s view is wrong.

The concept of serf originates in communication.Through verbal and nonverbal symbols, a child learns to accept roles in response to the expectations of others. You establish self-image。The sort of person you believe you are,by how others think of you.Positive, negative, and neutral messages that you receive from others all play a role in determining who you are.Communication itself is probably best understood as a dialogue process. Our understanding of communication comes from our interactions with other people. In a more obvious way.communication involves others in the sense that a competent communicator considers what the other person needs and expects when selecting messages to share. So,the communication begins with the self,as defined largely by others, and involves others,as defined largely by the self.

Communication Occurs almost every minute of your life.If you are not communicating  with yourself(thinking, planning, reacting to the world around you),you are observing others and drawing inferences from their behavior.Even if the other person did not intend a message for you.you gather observations and draw specific conclusions.A person yawns and you believe that person is bored with your message.A second person looks away from you and you conclude that person is not listening to you.A third person smiles(perhaps because of a memory of a joke he heard recently) and you believe that he is attracted to you.We are continually picking up meanings from others’ behaviors and we are constantly providing behaviors that have communicative value for them.

More often than not,you may have hurt someone accidentally and you may have tried to explain that you did not mean that. You may have told the other person that you were sorry for your statement. You may have made a joke out of your rude statement.Nonetheless, your comment remains both in the mind of the other person and in your own mind. You cannot go back in time and erase your messages to others.Communication cannot be reversed(倒退),nor can it be repeated. When you tried to re—create the atmosphere, the conversation, and the setting, nothing seemed right.Your second experience with a similar setting and person made far different results.

The Hong Kong government is set to overhaul(革新) its immigration policy with the aim of making it easier for mainland and overseas talents to live and work in the city. This is a welcome step because it will remove what is widely seen as a major hurdle to Hong Kong’s efforts to attract qualified immigrants to help its development.

To sustain the growth of the services sector, which accounts for nearly 80 percent of Hong Kong’s GDP, it is necessary to continuously expand the pool of talents in various fields. Efforts to attract mainland and overseas talents to Hong Kong are taking on special urgency not only because of fierce competition from other cities, particularly Singapore, but also the rapidly aging population resulting from years of low or negative birthrates.

Hong Kong enjoys certain distinct advantages over many Asian cities in the competition for talents. Beyond its vibrant economy, underlined by a free market environment, Hong Kong has a combination of some of the most distinctive elements of Chinese and Western cultures. Hong Kong is as exciting as many other Asian boomtowns, and yet it is no less efficient than a typical European city with a much smaller population. Housing costs are high, but no higher than those in other financial centers. For international banks and multinational corporations, housing costs are a concern only when the opportunity to make money begins to dry up. And this situation is not happening in Hong Kong as the local economy, riding the boom on the mainland, is rapidly expanding.

It is within this context that the government takes the lead to revise its immigration policy, which calls for, among other things, the establishment of a one-stop service center to process all applications under various migrant schemes. This means that an applicant will in future need to submit only one form for processing. Other changes to the policy include the removing of the age restrictions and lowering of experience requirements. Under the present scoring system used to vet applicants, those who are older than 50 and those with less than five years of work experience win no points in their respective categories. The details of the proposed changes have not been announced. But according to a government official quoted by the local press, the aim is to broaden the pool of qualified applicants.

The HK government’s revising its immigration policy

The Internet is making the world smaller and changing every aspect of our lives. The impact of this, in my opinion, will be strongly felt in the field of education. There are three reasons for this.

First, the Internet provides equal opportunities for all students, as long as they can get access to it. In the traditional form of education, students who get higher marks in examinations may enter a good school, and those who do not, have to enter a relatively less good one. With the Internet, every student is provided with access to the same educational materials, so they have equal opportunities to improve themselves. In that case, the general quality of education will be highly improved in our country.

Second, the Internet presents a challenge to teachers. Traditionally, teachers have controlled education. With the Internet, a student may choose any teacher’s instruction as he wishes. Faced with this, a teacher is likely to try his best to improve his instruction to be attactive and this will in turn improve the educational quality of our country.

Last but not least, the Internet makes education more convenient for students. A student can learn at any time he likes and, at the same time, he can save the money spent on tuition and board. All of these may lead to a revolution in education.

It is true that the Internet may still remain out of the reach of some people and maybe less amicable (友好的) than human teachers. But the point is that the Internet is sure to accelerate the development of education in our country.

Theme

The Internet is strongly affecting 71. _________.

72. _________ for this

1) All students are 73. _________ with equal opportunities by the Internet, as long as they can have 74. _________ to the Internet.

2) With the Internet, education becomes a little bit 75. _________ to teachers. Teachers have to try to improve their instruction to 76. _________ more students to his classes.

3) The Internet brings 77. _________ to the students and helps them save some money.

Conclusion

Hey! It's going to be Mother's day again. Have you planned something good for your Mama? If not, try even one of these tips.

Make Your Mama Proud

What special talents do you have? Maybe this is the right time to show it to her. She would be very proud and surprised if she'd realized that you have something that she doesn't expect.

  What's Her Favorite?

Most teens don't know what their mama's favorite. You do? Then, what are you waiting for ? Buy her some of her favorite stuff and put a little twist on it. Make it more special.

The best time to give her that is while she is sleeping at night. Put it on the drawer next to her so that when she wakes up she'll be surprised to see it. And, maybe, a little tear may fall down from her cheeks.

  The Memories

Our mothers have special memories in mind. Those are the times that they gave birth to their healthy baby. How about you? What's your best moment with her? Maybe you can tell her about the time she got mad at you because you did something that you thought is right but since that day forward you realized your mistakes. Or, you can tell her how happy you are when she was there during your painful days in your life.

  Be Her

What does she look like if she is so exhausted and angry and tired? What does she do for your family? This is the right time to show her the things that she usually does at home. Try to imitate her voice when she is angry. Make your face as if you are her when she is mad.

  Treat a Queen

Your house is a palace with a king and queen (it doesn't matter if you're rich or poor). Our mother is the real queen in our life and in our family though her duties make her look like she is not. Give the lady a day off by being a servant to her.

  Make-Over Beauty

Because of stress and the problems that she is facing right now, especially in the family, she doesn't look great any more. Admit it! Most mothers are not into trends anymore because their focusing on us.

Perhaps you could take some of your savings to treat her in a salon or the department store. Then, choose nice clothes that would make her look GLAMOROUS!

  Have Some of Your Time

It's the cheapest but a meaningful way. Most of us are busy from our work, friends, boy/girl friends, school. We stay home late and after several hours, we go out again.

Have you ever had a meaningful time with your mother where you don't think or talk about problems and arguments? Have you ever told her how much you thank her from the life she gave to you, the time she took care of you, and for every suffering she'd felt for you? Have you ever told her that you love her?

Life is short. We don't know what will happen tomorrow nor today. Those three words can make her heart jump for joy, you know? Just tell her “I love you!” and it would make her smile so sweetly. Just try! We don't want to miss a thing, right?

Tips on 71 _________ to make mother happy

Tell your mother your best 77 ______ with her. For example, tell her you were so happy when she 78 ________ care of you during painful days. Imitate her when she is tired or angry and all that she does for the family.

Show your mother your special talents so that she would take 74________in you. Buy her something that she likes best and put it on a drawer next to her to 75 _______ her. Maybe she would be moved to

76 _________.

Have some of your time.

Have a meaningful time with your mother and don’t think or talk about any problems or

80_________. Tell her that you love her.

注意:每空一詞。

It is an all too familiar story. A natural disaster strikes in a remote part of the world, causing destruction and suffering. Villages are flattened and people are forced into camps. It is now happening in China, after the earthquake of magnitude(里氏)8 that was centered on Wenchuan but shook the entire country.

Actually, in the past centuries, there were hundreds of thousands of earthquakes in different parts of the world. In Sept. 1923, Tokyo and Yokohama were both destroyed by an earthquake and the fires that followed it. They had to be completely rebuilt. One of the most serious earthquakes was in China’s Shanxi Province in 1556. It claimed almost one million people.

We measure an earthquake’s strength on the Richter scale. The Richter scale was introduced in 1935 in Southern California in the USA. It measures earthquakes on a scale of one to ten. Any earthquake measuring five or more is usually serious.

The earth’s crust (地殼) is made up of layers of rock called plates. As these plates move, they sometimes crash against each other, causing the crust to quake. In cities such as Tokyo, where small quakes happen quite often, many modern buildings are designed to be flexible so when the earth moves, they move with it.

Earthquakes can also break up gas or oil pipes. This can cause fires to break out, which can do as much damage as the earthquake itself.

Another effect of the earthquakes is tsunamis (海嘯). These are huge waves created by earthquakes beneath the sea. They can be many meters high and cause great damage to costal towns and cities.

China, Japan, Russia and the USA have the highest occurrence of earthquakes in the world.

Knowing about (1) _______

Two serious earthquakes in (2)________

An earthquake and the (3)__________ fires destroyed both Tokyo and Yokohama in Sept. 1923.

In 1556, a very serious earthquake (4) ___________ in China’s Shanxi Province, killing large numbers of people.

The (5)_________ to measure an earthquake’s strength

People can measure an earthquake’s strength on the Richter scale of one to ten, introduced in 1935 in the USA. If an earthquake (6)________ five or more, it is usually serious.

The (7)__________of earthquakes

As the plates, which (8)_______ the earth’s crust, move, they sometimes crash against each other, causing the crust to quake.

Some (9)_________of  earthquakes

If earthquakes break up gas or oil pipes, (10)_______ will happen, which can do as much damage as the earthquake itself.

Tsunamis.
