DeKalb county coroner(驗尸官)Dennis J. Miller on Friday released the identities of the four victims who died in the county: Daniel Parmenter, 20, of Westchester; Catalina Garcia, 20, of Cicero; RyanneMace, 19, of Carpenters-ville; and Julianna Gehant, 32, of Meridan.

“Two other victims died after being transferred to hospitals in other counties,” Miller said. Witnesses said the gunman, dressed in black and wearing a stocking cap,  emerged from behind a screen on the stage of 200-seat Cole Hall and opened fire just as the class was about to end around 3 pm.

Officials said 162 students were registered for the class but it was unkown how many were there on Thursday.

Allyse Jerome, 19, a sophomore(大二學生)from Shunmburg, said the gunman burst through a stage door and pulled out a gun.

“Honestly, at first everyone thought it was a joke,” Jerome said. Everyone hit the floor, she said. Then she got up and ran, but tripped. She said she felt like “an open target.”

“He could’ve decided to get me,” Jerome said on Friday. “I thought for sure he was gonna get me.”

Lauren Carr said she was sitting in the third row when she saw the shooter walk through a door on the right-hand side of the stage, pointing a gun straight ahead.

“I personally Army-crawled halfway up the aisle(通道),” said Carr, a 20-year-old sophomore. “I said I could get up and run or I could die here.”

She said a student in front of her was bleeding, “but he just kept running.”

More than a hundred students cried and hugged as they gathered outside the Phi Kappa Alpha house early Friday morning to remember Dan Parmenter, who was one of those killed.

Thailand is seen to receive up to 23.1 million tourists from other countries around the world next year, compared to about 21.7 million, who have reportedly visited the country throughout this year, about 2.6 million of whom from China, while as much as two trillion baht (US$66.6 billion) is expected to be earned from tourist industry by 2015, compared to about one trillion baht (US$33.3 billion) this year.

Thailand's most favorite destinations for tourists include the world-famous beach resorts of Pattaya and Phuket, the Andaman Sea archipelagos of Krabi and Surat Thani and the capital city of Bangkok.

The council leader made her comments in response to news reports that the government might deregulate (撤銷管制) businesses of running condominiums and apartment houses to the extent that they might not only serve as a place which collects monthly rent from the tenants but as a hotel where guests pay the room rates on a daily basis.

No parking lots or hotel-operating licenses might be legally required at such places nationwide only if they were practically turned into daily hotels or guesthouses.

BERLIN — With the crisis in Japan raising fears about nuclear power, Germany and Switzerland said on Monday that they would reassess the safety of their own reactors.

Doris Leuthard, the Swiss energy minister, said Switzerland would put off plans to build nuclear plants. She said no new ones would be permitted until experts had reviewed safety standards.

Germany will put off “the recently decided extension of the running time of German nuclear plants,” Chancellor Angela Merkel told reporters. “This moratorium(延緩)will run for three months and it will allow for a thorough examination of the safety standards of the county’s 17 nuclear power plants.

Germany’s foreign minister, Guido Westerwelle, called for a new risk analysis of the country’s nuclear plants, particularly regarding their cooling systems. He is the leader of the Free Democratic Party, which strongly supports nuclear power.

A previous government, led by the Social Democrats, passed a law in 2001 to close all the country’s nuclear plants by 2021. But Mrs. Merkel’s government changed that decision last year to extend the lives of the plants by an average of 12 years.

In Switzerland, Doris Leuthard said she had already asked to analyze the exact cause of the problems in Japan and draw up new or tougher safety standards “particularly in terms of seismic(地震的) safety and cooling.”

A recent study, published in last week’s Journal of the American Medical Association, offers a picture of how risky it is to get a lift from a teenage driver. Indeed, a 16-year-old driver with three or more passengers is three times as likely to have a fatal accident as a teenager driving alone. By contrast, the risk of death for drivers between 30 and 59 decreases with each additional passenger.

The authors also found that the death rates for teenage drivers increased dramatically after 10 p.m., and especially after midnight. With passengers in the car, the driver was even more likely to die in a late-night accident.

Robert Foss, a scientist at the University of North Carolina Highway Safety Research Center, says the higher death rates for teenage drivers have less to do with “really stupid behavior” than with just a lack of driving experience. “The basic issue”, he says, “is that adults who are responsible for issuing licenses fail to recognize how complex and skilled task the driving is.”

Both he and the author of the study believe that the way to mitigate (減輕) the problem is to have states institute so-called graduated licensing systems, in which getting a license is a multistage process. A graduated license requires that a teenager first prove himself capable of driving in the presence of an adult, followed by a period of driving with passenger restrictions, before graduating to full driving privileges.

Graduated licensing systems have reduced teenage driver crashes, according to recent studies. About half of the states now have some sort of graduated licensing system in place, but only 10 of

those states have restrictions on passengers. California is the strictest, with a novice (初學者) driver prohibited from carrying any passenger under 20 for the first six months.
