Pupils are ordered not to wade into ankle-deep water unless teachers first carry out a full risk assessment and put “proper measures in place”.

       Staff are expected to check rivers, ponds and the sea for currents and rocks before allowing children to dip their feet.

       Guidance issued to schools warns that any “impromptu (事先無準備的) water-based activities” could pose dangers to children.

       The recommendations were outlined in a document-available to all 21,000 schools in England — to help teachers organize more school trips. Advice from the Department for Children, Schools and Families is intended to cut red tape (官樣文章) and give staff practical tips.

       But the guidance caused argument after teachers were presented with a series of orders surrounding swimming and the use of minibuses.

       It said: “Swimming and padding or otherwise entering the waters of river, canal, sea or lake should never be allowed as an impromptu activity. The pleas of young people to bathe — because it is hot weather, for example, should be resisted where bathing has not been prepared for.”

       “In-water activities should take place only when a proper risk assessment has been completed and proper measures put in place to control the risks.”

       Teachers are urged to check the weather, currents, weeds, rip tides, river or sea beds and breakwaters before allowing children into the water. No child should be able to swim deeper than waist height, the guidance added.

       Margaret Morrissey, from campaign group Parents Outloud, said: “Wading out into the ocean is one thing but there’s nothing wrong with padding where the waves break.”

       “Part of children’s learning is to walk along the water’s edge and get your feet wet. There are dangerous currents further out and you stay at the edge.”

       She added: “I want to see schools and youth groups taking advantage of opportunities that learning outside the classroom can provide.”

       But the Department for Children, Schools and Families said teachers had to plan activities carefully.

       “We are not banning padding,” said a spokeswoman. “We have seen cases in the past where things have not been planned and assessed for the risk. Unplanned activities around water can be dangerous.”

Eleven-year-olds are to learn Shakespeare using the approaches taken by actors, and English teachers will be encouraged to let pupils walk around the classroom rather than read the plays while pupils are sitting at their desks.

In one task pupils will work on creating four key physical figures of king, warrior(勇士), lover and joker, finding which lines of their chosen character go with those features first and then acting them out. Through this they can examine how a character such as Macbeth can switch dramatically within one scene from soldier to kingly figure to trick planner. It’s really creative but you’re still getting a really wonderful model of understanding. It’s miles away from a “chalk and talk” method.

Educators think Shakespeare should be a central part of every young person’s education. Developing a love of Shakespeare at a young age often leads to a lifelong passion for literature and helps to improve a child’s reading and writing.

Why does a large education nation like China have so few world renowned scientists as the US? Educationists from China and the US try to find out the answer to questions like this at a forum on the basic education strategy.

   The forum, held recently, was jointly organized by the Education Development Research Center of the Ministry of Education in China and the Postgraduate School of the University of Pennsylvania in the US. It aims to find out similarities and differences that exist between two countries in their educational system.

   An American educationist told reporters that the basic education in the US was criticized in recent years due to its political tendency. On the contrary, Chinese government’s stress on basic education and qualified teachers has set a good example.

   At primary and middle school, pupils in China did better in math and science lessons than the US pupils. However, few grow to be world “masters”. Why? Educationists attributed this to China’s stress on examination rather than students’ interest.

   Deputy Director of the postgraduate school of Pennsylvania University said American teachers encouraged students to focus on their strong points. In China, students are driven to study to pass the entrance examination test and they do not pay much attention to their own interest.

   At the forum, director of the Education Development Research Center Mr. Zhang said in the future, the research center would make its middle and long-term basic education strategy by taking some references from other countries including the US.

He also revealed that for a long time in the future, China would make a breakthrough in setting the policy for quality education.
